Board of Directors
Karen Henry is a Senior Engineer and Project Manager for the San Diego County Water Authority where she manages large-scale water conveyance projects. Prior to working for the Water Authority, Karen worked as the Deputy Director for the City of San Diego’s Storm Water Pollution Prevention Division where she helped to implement the Urban Runoff Management Program and the award winning “Think Blue” public education and outreach campaign. Karen served as a Director for the California Storm Water Quality Association before becoming a Director of ILACSD’s board, and is a graduate from the 2008 LEAD San Diego program. Karen is a long-standing environmental enthusiast and frequent site captain of ILACSD’s countywide cleanups, Creek to Bay, and Coastal Cleanup day.
Bill Haines has been an ILACSD board member since January 2005. Bill is a commercial real estate broker with Grubb & Ellis/BRE Commercial. Bill has been an active I Love A Clean San Diego volunteer and supporter of the environment for a number of years. He is an avid volleyball player, surfer, bicyclist and self proclaimed "beach rat." He has also served as a member of the I Love A Clean San Diego marketing committee focusing on attracting corporate members.
Jeff Caufield is an environmental law attorney with Caulfield and James, LLP. Jeff has board experience in environmental counseling and toxic tort litigation. He has advised various businesses on environmental regulation and regularly counsels about the environmental implications of the purchase or sale of real estate. Mr. Caufield has a large network of environmental consultants and other individuals to assist ILACSD with ongoing programs and in pursuit of additional opportunities. He is an avid volleyball player and loves spending time with his wife and two kids, ages 4 and 8.
Joan Brackin is an Environmental Engineer and Program Manager for the City of San Diego Storm Water Pollution Prevention Department. Joan manages the Investigations and Enforcement Group which is responsible for the investigation of illegal pollutant discharges and the operation of the Storm Water Pollution Hotline. Prior to working for the City of San Diego, Joan was head of the Weston Solutions Environmental Engineering Team where she designed and helped implement Best Management Practices for the reduction and treatment of urban pollution which degrades the water quality in our beaches, creeks and bays. Joan is a life-long participant in environmental activities and enjoys SCUBA diving, hiking, kayaking, skiing, and is a participant in the Susan G. Komen Breast Cancer 3-Day/60 Mile Walk. Joan also is the founder of the MJ Brackin SEA Fund which she developed with the San Diego Foundation for the support of sustainability and environmental awareness.

Joan Heredia has been involved in environmental permitting, compliance and policy for over 20 years. She currently works for Sempra Global on the development of natural gas and renewable energy projects, and assists on environmental compliance audits and due diligence activities throughout the United States. Mrs. Heredia has worked as an environmental consultant for Metcalf and Eddy on air emissions and air toxics issues related to environmental compliance for landfills, refineries and other industrial projects for Woodward Clyde/URS, serving as a World Bank Representative for several power projects. She obtained a Chemical Engineering degree from the University of California Santa Barbara, and later earned a certificate in Hazardous Waste Management and a master’s degree in Environmental Engineering. She seeks to make a positive contribution to reducing all forms of pollution and environmental impacts and achieve optimum balance between our modern world and natural resources. She greatly enjoys the outdoors, sailing, rollerblading and golfing and especially appreciates the beauty and warm weather of San Diego no matter where her travels may take her.
